Objective of the call
The objective of this action is to facilitate the implementation of Multi-Country Projects (MCPs) that contribute to the digital transformation targets of the Union under the Digital Decade Policy Programme (DDPP).
MCPs are large-scale projects involving at least three Member States (EU Member States or EEA EFTA countries) and typically combining Union and national financing. The action supports MCP implementation, including where a European Digital Infrastructure Consortium (EDIC) is used as the implementation mechanism, or other mechanisms listed in the DDPP Decision.
The projects are expected to support EU critical capacity building through large-scale deployments and reduce digital divides within and between Member States.
Scope of activities
Proposals must:
• Address one of the key areas supported by the Digital Europe Programme through large-scale deployment.
• Demonstrate high engagement from multiple Member States and ensure long-term sustainability.
• Pool EU, national and/or private resources to achieve impact beyond the capacity of individual Member States.
• Contribute to bridging the gap between large-scale piloting and full deployment.
• Support the consolidation of an interconnected, interoperable and secure Single Market.
• Support interoperability of data and digital infrastructures across MCPs where relevant.
• Promote common operating models fostering fair data economy, cross-border services, digital public services, digital identity and high levels of personal data protection.
Awarded proposals must ensure:
• Contribution to operational objectives under Regulation (EU) 2021/694 (Articles 4–8).
• High potential impact on Digital Decade priorities, with broader Member State participation considered as higher impact.
• Readiness for deployment, supported by solid implementation strategies.
• Consolidation of existing EU and national capacities.
• Coordination with relevant Digital Europe projects (e.g. Data Spaces Support Centre).
• A long-term sustainability plan, potentially including the establishment of an EDIC.
• Addressing interoperability barriers that could hamper EU-wide deployment.
Funding may cover activities such as:
• Deployment and use of common EU digital infrastructures and underlying technologies.
• Deployment of EU-wide digital services for large-scale adoption by industry, SMEs and/or public administrations.
• Use of computing and processing capacities.
• Data generation, aggregation and sharing.
• Creation and optimisation of large data models.
• Certification and normalisation of services and infrastructures.
• Deployment of trustworthy AI capacities.
• Dissemination, stakeholder engagement and capacity building.
Eligible applicants
- public administrations (national, regional and local level)
- EDICs
- economic actors (SMEs, large organisations)
- other relevant private and public organisations contributing to the implementation of Multi-Country projects.
- Organisations based in EU Member States, EFTA/EEA, or Associated Countries (more info on eligible countries will be published soon)
Participation of at least three Member States is required, either through an EDIC or another approved MCP implementation mechanism.
