Objective of the call
The objective of this action is to support the large-scale deployment, validation and market uptake of Virtual Human Twin (VHT) solutions and related AI applications in healthcare settings.
A Virtual Human Twin (VHT) is a digital representation of a human health or disease state, which can refer to different levels of anatomy such as cells, tissues, organs or organ systems. VHT technologies enable targeted prevention, tailored clinical pathways and support to healthcare professionals through virtual environments.
This action focuses on the uptake incubator strand, which aims to bridge the gap between proof-of-concept and real-world deployment. It supports scaling up VHT and related AI solutions, accelerates their entry into healthcare systems and clinical research, and contributes to the development of a commercially viable European ecosystem.
Scope of activities
The action will establish and operate an uptake incubator targeted at developers and innovators, including SMEs and start-ups, working on VHT and related AI solutions.
The incubator will:
• Facilitate matching between solution developers and healthcare providers to support final development stages and deployment.
• Provide guidance on compliance with relevant EU legislation, including data protection, intellectual property, cybersecurity, artificial intelligence rules and sector-specific legislation such as the forthcoming European Health Data Space (EHDS) Regulation.
• Offer support services and publicly available resources to enable scaling up and deployment in healthcare settings, including guidance on funding opportunities.
• Promote the use of the advanced VHT platform and build on the achievements of the EDITH Coordination and Support Action and the Platform for advanced VHT models.
• Increase visibility of VHT and related AI solutions through communication activities and dissemination across existing platforms and repositories.
• Deliver capacity building activities for clinical, technical and research teams, including study visits, webinars, coaching, and communities of practice.
All applications must ensure that bias related to ethnic background and gender is avoided and mitigated.
Deliverables include:
• An operational incubator service with defined targets for supported and deployed VHT and AI solutions in healthcare settings.
• Networking events and communication channels (e.g. website, newsletters).
• A platform for information exchange, webinars, coaching and training on topics such as regulatory science, data protection, intellectual property, cybersecurity, business models and market entry.
• Reports on incubator activities, impact and sustainability recommendations.

Public sector bodies and Member States’ authorities, academia, healthcare providers, health technology SMEs and start-ups, AI developers, regulatory and compliance experts, and ecosystem organisations capable of delivering incubation, networking and capacity-building services across the European health innovation landscape.
